    The City should re-evaluate and use it's old compressed work week policy. In the past, City Workers worked 70 hours in 9 days and had one day off every other week. This would be reactivating an old policy which was successful for many years. The Agencies would manage their employees to ensure that someone was always in the office. Or the City should switch to a 4 day work week. Agencies would be responsible for scheduling personnel to ensure it is staffed properly.
